Navigating California's Regulatory Framework
The California Air Resources Board (CARB) is the primary agency responsible for air quality and emissions control. Their Truck and Bus Regulation is a cornerstone of this effort, requiring nearly all diesel-fueled trucks and buses with a gross vehicle weight rating of over 14,000 pounds to have a 2010 or newer engine model year. This regulation aims to significantly reduce particulate matter (PM) and oxides of nitrogen (NOx) emissions, which are key components of smog and are a public health concern.ย
As of January 1, 2020, vehicles not in compliance with this regulation are denied registration by the California Department of Motor Vehicles (DMV), creating a direct link between regulatory compliance and the ability to operate.
School buses and transit agencies
Under the Innovative Clean Transit (ICT) regulation, California is on a path to a 100% zero-emission public transit bus fleet by 2040. This phased-in requirement mandates that an increasing percentage of new bus purchases for public transit agencies must be zero-emission vehicles (ZEVs). Additionally, the Advanced Clean Fleet (ACF) regulation is a new set of rules that will require high-priority fleets, including state and local government fleets, to transition to zero-emission vehicles, with full implementation by 2042.
CHP Safety and Compliance
The California Highway Patrol (CHP) enforces a comprehensive set of safety and inspection regulations for school buses. These include strict requirements for vehicle equipment, such as emergency exits, windows, and brakes, as well as mandatory daily and annual inspections to ensure the vehicle is in a safe and mechanically sound condition. The CHP also plays a crucial role in the certification process for school bus drivers, enforcing stringent licensing and training requirements. By partnering with Masterโs Transportation, you gain access to vehicles and expertise that are already aligned with the latest CARB emissions standards and CHP safety mandates, saving your organization time, money, and potential legal issues.
